Big Changes, Same Heart

The past 14 months have brought immense change to Peter & Paul Community Services (PPCS). Mayor Cara Spencer, Archbishop Rozanski, St. Louis Aldermen, and PPCS staff, volunteers, and supporters gathered at the PPCS State of the Agency and Jugan Shelter Opening to reflect on the strides made to serve the community and help people facing homelessness in St. Louis.

While our agency has experienced massive change over the past couple years, its soul remains the same,” said Anthony D’Agostino, PPCS CEO.  “It is still a place where someone can walk in from the cold and be met with warmth. Where someone who has been told ‘no’ a thousand times can finally hear ‘yes.’ Where someone who has been pushed to the margins can find their way back to the center.”

Some of the highlights shared during the State of the Agency included:

  • Growing from serving an average of 110 people each night to nearly 300.
  • The opening of the new Jugan Shelter with semi-private sleeping quarters.
  • Positive Directions, one of our transitional housing programs, moving from small, shared rooms in a south St. Louis home to large, private units on a dedicated floor of the Campus tower.
  • The Labre Center, our transitional housing program in the Shaw neighborhood, achieved record capacity for clients served.
  • Garfield Place Apartments staff have reached a historic level of interactions with clients, fostering strong relationships and building trust.
  • Opening a Winter Weather Emergency Pop-Up Shelter in January 2025, serving nearly 400 people over its two-month operation.
  • Helping over 150 people impacted by the tornado that hit St. Louis in May 2025.
  • Our Community Campus Workforce Development program funded by the St. Louis Agency on Training and Employment employing and training over 100 clients at the Campus.
