All PPCS Programs Earn Three-Year CARF Accreditation

In December, during the height of winter shelter activation, surveyors from CARF International conducted a comprehensive review of Peter & Paul Community Services (PPCS) programs: Jugan Shelter, Labre Center, Positive Directions, and Garfield Place Apartments.
We are thrilled to announce that all four PPCS housing programs have earned a three-year CARF accreditation, the highest level of accreditation awarded by the organization. As a part of this achievement, PPCS’s Jugan Shelter is the first emergency shelter in Missouri and the surrounding region to receive CARF accreditation, setting a new benchmark for quality and accountability in homeless services.
“This recognition reflects the incredible dedication of our staff,” said Amanda Laumeyer, PPCS Chief Operating Officer. “Their commitment to quality care, safety, and dignity is evident in everything they do. As PPCS continues to grow, including the development of our Community Campus, we remain focused on expanding affordable housing and serving more people experiencing homelessness while maintaining the highest standards of care.”
Anthony D’Agostino, PPCS Chief Executive Officer, added, “This accreditation demonstrates the quality and persistence of our team. PPCS has a long history of serving the community, and we continue to innovate and improve while keeping the dignity of the people we serve at the forefront of everything we do.”
Since 1981 PPCS has been serving the St. Louis community and now serves as the lead agency for the St. Louis Continuum of Care, coordinating regional efforts to prevent homelessness. As the need for services continues to grow, we remain committed to expanding programs that are both effective and high quality.
What CARF Accreditation Means
CARF (the Commission on Accreditation of Rehabilitation Facilities) is an independent nonprofit that evaluates health and human service organizations around the world. Their accreditation process looks closely at things like service quality, safety practices, leadership, and the real outcomes organizations achieve for the people they serve.
Receiving a three-year accreditation requires a thorough peer review process and an on-site visit where reviewers examine programs, talk with staff, and see services in action.
For PPCS, that visit took place during winter shelter activation, one of the busiest and most demanding times for shelter services. Even during this high-demand period, our team demonstrated the strong systems and compassionate care that define our work.
