In September, we celebrated the conclusion of the years-long process of moving and expanding our men’s emergency shelter at our State of the Agency and ribbon-cutting for our new Jugan Shelter at the Community Campus. The new, innovative shelter space increases the number of men we can serve from 60 to 100, a 67% increase!
Our first housing program, the men’s shelter started in the winter of 1981 in response to a local man’s tragic death. During the 43 years it operated in the Soulard neighborhood, it evolved from a winter-only volunteer-run shelter to a 24-hour shelter with case management for 60 men. But it remained in the same 19th-century church basement.
With the need for shelter in St. Louis continuing to grow, we began our search. The search for a suitable space to expand the men's emergency shelter led us to the creation of the Community Campus in North St. Louis.

“No person should be forced to live outside because our community lacks available space. In collaboration with the city, state, and local partners, this larger, more dignified shelter space not only brings more people inside but also provides essential services to quickly address barriers to homelessness, leading to sustainable housing,” said Anthony D’Agostino, CEO of PPCS.
The Community Campus combines shelter, housing, and services ranging from a dining hall to a medical clinic managed by Novus Health, all in one facility. Formerly a nursing home, the Community Campus has undergone extensive renovations since PPCS purchased the property in May 2024 to address the shelter and housing needs in St. Louis.
“While our agency has experienced massive change over the past couple years, its soul remains the same,” Anthony D’Agostino said during his State of the Agency address. “It is still a place where someone can walk in from the cold and be met with warmth. Where someone who has been told ‘no’ a thousand times can finally hear ‘yes.’ Where someone who has been pushed to the margins can find their way back to the center.”
The recently completed construction for the new Jugan Shelter at the Community Campus provides space for 100 men to receive shelter with more privacy and dignity. Clients a the Jugan Shelter also have access supportive services, including case management, employment resources, occupational therapy, and more.
